Optimized Plan

An Optimized Plan is a strategic planning document that provides guidance for the Cordova Recreation & Park District (CRPD) over the next 10+ years. It studies the existing parks and recreation facilities and programs to identify a planning blueprint for making the CRPD’s current recreation and park offerings as perfect, effective, or functional as possible into the future.

A forward-thinking Optimized Plan will provide a long-term vision for CRPD as well as specific policies and standards to direct day-to-day decisions. It will set forth a framework that will allow CRPD to respond to new opportunities as they arise, to outline a process for continued improvement, and to ensure that adequate parks, recreation facilities, and programs meet the needs of current and future residents.

The Optimized Plan is being developed using a strategic planning process to include the following:

• Evaluate current conditions of CRPD parks, recreation facilities, and programs and gather data on usage.
• Conduct a comprehensive Needs Assessment that accurately reflects CRPD’s growing and increasingly diverse population and evaluates the 2014 approved Level of Service (LOS).
• Evaluate and prioritize implementation of proposed facilities and opportunity sites.

Through each stage of the process, the community will provide input through various engagement opportunities.

To best serve CRPD’s community, the Optimized Plan will:

• Develop an implementable plan that reflects public desires, establishes a compelling vision and guides CRPD for the next 10+ years.
• Empower and motivate CRPD residents to participate in the planning process through robust community engagement.
• Realistically address capital and maintenance funding available in CRPD’s different election districts.
• Craft recommended actions to achieve synchronization with Land Authority Policies, California Environmental Quality Act (CEQA) requirements, and Climate Action Mandates.

Community participation is a key element of developing an Optimized Plan and there are many ways for the community to get involved. Engagement opportunities allow the public to share thoughts about the project, learn about the process, and guide recommendations for the final Optimized Plan.

The project began in summer of 2022 and initial outreach activities include an online survey (runs 9/23/22 through 12/11/22) and pop-ups at local community events (Fall 2022) around CRPD. Community workshops and public meetings will occur later in the planning process and provide additional opportunities for participation.
